What survived
- Ranking converged to (1) WARN × PERM × UCC-1 × RECAP, (2) FPDS/USASpending × SAM.gov, (3) the power stack only when stripped to EPA ECHO × EIA-860/923 on federal facility/utility IDs — FERC/ISO interconnection queues and county-assessor parcel joins are excluded from the first three because they widen the first indemnity beyond defensible pricing.
- Traders (power desks, 'compliance officers') and DoD program managers are not first economic buyers: neither books liability transfer nor faces an ex post forum in which the indemnity can be invoked; AFWERX/SBIR is a vehicle for disbursement, not evidence about defensibility.
